The Scottish Executive published a Bill designed to make it easier for parents to get involved in their children's education and with their school.

A survey found that headteachers in England were motivated by the dynamic and varied nature of their role, and by the opportunity to build shared values - whereas inspections, measures of accountability, and administrative demands were most likely to demotivate them. School governors regarded the governing body as being effective in providing support to the headteacher, but less so in terms of setting targets to meet objectives, providing constructive challenge, and identifying and developing school management teams.

The government published a document setting out its vision for school governors. It celebrated the contribution and achievements of school governors, and highlighted the pivotal role they could play in shaping schools. It also set out some of the practical benefits to employers who actively supported and encouraged their staff to serve as governors.
